I don't know if the solution is simple, but the answer is.  The reason that it 
'automatically' goes to the clip on the left is simply because there is no head 
room on the clip on the right.  Simply put, there is no frames in the clip on 
the right that Premiere Pro can use to transition.
   
  And if you don't have enough head room on either clip, you will get a message 
stating that Premiere doesn't have enough room to make the transition and the 
frames will be clipped, or something like that.
   
  What you need to do is drag the beginning part of the clip without headroom 
to the right (don't move the clip, just make it shorter).  Then when you 
reconnect the clip to the one before it, it will have headroom.
   
  If there is no way you can shorten the clip, here's what I do:  I take the 
clip on the right and move it up one track (from track one to track two).  I 
then take the clip on the top track and overlap the bottom clip by however long 
I want my transition to be (let's use the default of one second).  I then drag 
my transition to the clip on the top track.  What this does is then transitions 
the top clip over the bottom clip, and then you have your transition.
