This means you don't have enough (or any) "head" materail of the clip on the right. Head material is source material before the clip's In point.

When I drag a clip to the timeline it automatically jumps to the beginning of the clip on the right. I can use the Effect Controls to put the transition between the clips, but the transition is then "x-ed" out (actually, it's diagonal bars) on the clip to the left.
