The "head material" refers to any material between the Media Start and the In Point of the clip. (In other words, material for a clip not being used in the timeline.) Tail material is the opposite. So either use a clip that has more material before the Clip In point, or as Tom suggested, move the In point of the existing clip further to the right to create available head material.
