In PP you can add clips to any tracks. However, if you are trying to simulate the act of transitioning between two clips, then it is easiest if they are all placed on one track. PP will not automatically drop in a dissolve, but if you type Ctrl+D or click the "add default transition" button, then it will automatically add a transition at the edit point between the two clips.
Or, you can use what is called the "automate to timeline" feature which allows you to storyboard the order of your clips, and then apply them all to the timeline at once and PP will automatically add a dissolve between every single clip for you. Again, this is all on one track, but once you double click the transition, in the effect controls, you can view your two track layout that you are used to seeing. Jeff Schell www.jeffschell.com .
