I'm sure you have far more experience of PP2 than I do, so I can only go on 
what I have found works for me.

I have a current project set up in PP2 and it has around 15 DVD markers set on 
the timeline. I went into the Build DVD menu and made some settings, then 
previewed the output and found that clicking the "Next" button produced the 
expected result, skipping from marker to marker, despite having no menu set 
whatsoever. Unfortunately I can't burn directly from there because my project 
final is just under 2hrs long and no matter which (degraded) setting I try, PP2 
tells me it won't fit on the DVD. However, this is untrue as I've exported as 
an AVI file (less DVD markers) and burned with Nero. The fact that PP2 won't 
run to dual layer is a PITA!

So, not wishing to argue or disbelieve you and others, I am a touch confused. 
:-)

I accept what you say about the known bug, and DVD markers not being exported 
from PP2, so I can't work out why they worked without a menu in the preview. 
Are you saying that the info would not have appeared on the physical DVD?

At the moment, the whole project scene is fraught with problems for me. Due to 
the fact that one of my camcorders splits files into 2Gb chunks and misses 
vital info from the GOP, I have to re-combine the files via VideoReDo, 
otherwise I loose too many frames at the joins. Then I set DVD scene markers 
but can't put them on the DVD and have to export the project to another package 
to burn the DVD. Even some transitions in PP2 are rudimentary. It seems that 
the industry is still in its infancy, and we the customer, are paying for it. I 
don't mind paying for reasonable development costs within the price of my 
purchases, but two or three times over is something of a joke. Not condoning 
it, but it's no wonder the spammers are offering so much cheap pirated 
software! I'm sure you can appreciate my frustration. :-)

Gregg is right that you need a menu for the markers to work. This is a known
bug in Adobe Premiere Pro 2.0. Despite what the Adobe Help Center says,
without a menu the markers will not work.

Also, another bit of confusion for a lot of users: the DVD markers are only
for use within Premiere. If you are exporting to Encore, you should use
numbered sequence markers, which if memory serves correct, WILL show up in
Encore as chapter points. But the DVD markers will not show up in Encore. I
know, it's bass-akwards.
