I think this is certainly doable. You're right that HD is nothing more than
a bigger frame size. The advantage is that 1920 x 1080 HD uses *square*
pixels, the same as your computer monitor and thus your version of
Photoshop... So you are safe in that aspect. (Pun intended!)  Of course,
some people use 1440 x 1080 with a 1.333 PAR to cheat and end up at 1920 x
1080, but that's not necessary in your case.

It's been awhile since I've used v 6.5, but you should be able to create a
custom project with your own dimensions and your own frame rate. If you are
tight with your naming conventions, you can import every frame just once, as
a series of stills, and Premiere will order them in the order of their
names. Then you can bring them into the timeline window in that same order,
all at once. 

Just make sure you set your still duration BEFORE importing the animations
into Premiere. (For example, if you are doing 12 stills/sec, on a 24 fps
project, then set the default still duration to 2 frames, so that you don't
have to manually trim each image to 2 frames.)

24-p widescreen hi-def production.

So, I did a little homework.  The animators I have little doubt will be
happy drawing only 24 frames per second instead of 30.  My understanding is
that hi-def is 1080 x 1920, which is just a matter of scanning the art
boards at the higher resolution.  And I THINK I can set my frame rate for
whatever.

Here's the rub (I think):

I have After Effects 5.5 Production Bundle, Adobe Premiere 6.5, and
Photoshop 5.5

What would you recommend is the best workpath for incoming art (everything
will probably be scanned in Photoshop).  I'm a little unsure if my version
of Photoshop will allow me to change out of square pixels, for example.

Is it possible to produce what he's asking for using these tools?
