Premiere's keying is definitely subpar. Try color key as well. I've heard of
people getting better results when switching to color key from chroma key.
(Although I can't tell you why that is, and it's only anecdotal evidence.)
The next bundled version (CS3 Production Suite) will come with Ultra's
Magic, which is one of the best in the industry.

I am far from an expert on this but premiere is not the most ideal
application and dv compression does make chromakeying more problematic (so I
have read). Also remember that careful planning must be done to get the
right footage in the first place.
So you can either go to after effects or do more educating on the process.
It looks easy for Hollywood but they advantages and experience you do not
have (yet)
