The missing HAL.DLL problem is usually caused by an erroneous entry in you BOOT.INI file in Windows. HAL.DLL is not actually missing so you don't need to try to copy it!
Make sure that your BIOS is set so the first device to boot is CD. Boot from your Windows installation CD and follow the directions to start the Recovery Console. At the DOS prompt, type the following (type exactly as seen including spaces and press the ENTER key at the end of each line: ATTRIB -H -R -S C:\BOOT.INI DEL C:\BOOT.INI BOOTCFG /REBUILD FIXBOOT There is much more on this subject at: http://www.kellys-korner-xp.com/xp_haldll_missing.htm and for further help just type "missing hal.dll" into Google.
