If it's for playback only, you can use Microsoft's windows media encoder (FREE) and encode it to a 320x240 web server, download setting and it should be fine, I've compressed a 41gig avi movie into 230meg file size and quality is good still.

I know that none of my e-mail services could send a file that large. Have you tried a web service like You Send It? It might cost a couple of bucks to do it at that size, I think they have a size limit of 100mb for free downloads. You could also see if the person you need to get it to would have an ftp site you could upload it to.
