No, 2 pass encoding is always better. The first pass is examining the
footage to determine the places that the encoder may need to allocate
extra bits (like fast motion or high detailed scenes) and where it can
use less bits (like still photos, graphics or black scenes). Then that
information is used in the second pass, the actual encoding pass, to
create a higher quality encode.
For DVD masters, I always use 2 pass VBR. There is a definite difference
between 1 pass VBR or even CBR.
