Not exactly what I have just done Richard, but will be doing. I made a small test clip of a critical section and created a new project for just that one test clip. I tried upper field first and that fixed the problem. I also tried different transcode settings but with field order set back to lower, and that fixed the problem. So no matter what I have done thus far the problem is not showing up in a short clip.
Tomorrow if I have time I want to try printing the entire project with the different settings to see if either one of those fixes it. My next effort is to try deinterlace. I'm taking the suggestions in the order I received them, but I'm out of steam for tonight, besides I cannot reproduce the problem with either of the other solutions. I may need to try doing exactly what I did before to see if the length of the project has something to do with it. If I have to print the entire project 3 times to find out, that is what I am going to do, but not tonight.
