704x480 is one of the standard resolutions in the NTSC DVD specification.
I can think of two ways to handle this.
1. Import both 'under sized' videos and export them to uncompressed 720x480.
2. Import the 720x480 and 352x480 videos and export them to 704x480.
Experiment with short clips until you find export settings that look good to
you.
#1 makes everything the maximum frame size, but has to interpolate an extra 368
pixels of width for the 352x480 files.
#2 will result in no visual difference between the two larger sizes, and has to
interpolate "only" 352 extra pixels of width- exactly double. That may process
faster and will likely look a bit better.
No matter what, there WILL be a difference in how good the final output from
the low resolution video looks compared to the others. You could do something
to make the higher resolution video look worse to compensate...
