Another thing I should mention. He transferred his tape to a standalone DVD
recorder and gave me a DVD copy. It plays perfect on my TV with just slight
letterboxing on the top and bottom. No stretching, etc. When I rip it to my
HD using DVD Decrypter, I get the 352x480 frame size. Am I maybe doing
something wrong in the rip that could be affecting the size?

It's the codec that's mainly responsible for the quality. Use either
uncompressed or a lossless compression codec. HuffYUV 2.2.0 is what I use.
Hasn't been updated since 2004 but it works just fine.
AP works best with uncompressed or lossless compressed video. It doesn't
have to do all the work of calculating the P frames and B frames like it
does with MPEG or other lossy codecs.
However, since uncompressed/lossless compressed video files are HUGE, you
need a lot of very fast storage space and a powerful CPU to move all that
data.
So, yes, import the videos, export so they're all the same resolution, then
start your editing project. I've found it to be time well spent when working
with different resolutions of video. You'll completely avoid any problems
that could arise from working with different video resolutions in the same
project, leaving a clear path for any other problems.... but at least you'll
know they're not due to the resolution. ;)
