If you are using AVCHD you should immediately go for WIN7 64bit and CS5.
CS4 does not handle such files well.
I suggest though you carry on with Elements.
I have been using Elements 8 recently for a music video as well on a
much inferior
computer. Elements continuously renders for preview in the background
which takes
a bit of time but it will be quicker than getting a new system up and
running.
I don't know Elements 7 but in Elem 8 you can make the beats visible.
Right click on the sound track and select "beat detect".
When done you will get blue notes at the top of the timeline and you can
edit according to them.
Also check that you have the latest drivers for your sound card,
graphics card and the latest
