Have you updated CS4 to 4.2.1? I googled "Canon Vixia HV40" cs4 and it looks 
like many other people have this issue with that camera and CS4.

One way to test your camera etc for function is the freeware HDVsplit.

earlier.

I did a quick google for Windows 7 dvhs and it looks like some people are still 
doing the same trick.

Apparently JVC's Digital VHS is compatible with HDV camcorders' video format.
