Media Encoder CS4 is not 64bit, Download the update from the following link: http://www.adobe.com/support/downloads/detail.jsp?ftpID=4613
You only need to install the last one, not the earlier updates. You can not use the update for version 5 with version 4. Your questions indicate that you never updated Premiere CS4 (as suggested earlier). If you want to finish your projects in CS4 you better do that. You get the latest update 4.2.1 at the following link: http://www.adobe.com/support/downloads/detail.jsp?ftpID=4616 I have never exported to tape in CS4 or CS5 so can't help you there.
