I used to use a dual 750Mhz Xeon workstation for video encoding for DVD, its best speed was about 8 frames per second running Windows 2000. You could look for a secondhand MPEG2 accelerator card designed for use with Premiere 6.5. That would drastically speed up your exporting because the specialized card would be doing the work instead of the CPU. Google for mpeg2 encoder card Premiere 6.5 to find out what cards were made that work with Premiere 6.5. Some may still have crazy high prices from sellers hoping to get some $$$ out of people who just want to "pep up" their old video system or who need to replace one of the cards. (Nevermind they would be better off to build a whole new system, for less than what they are using originally cost!) When CPU speed got over 1Ghz the dedicated video processing card industry all but dried up because the CPUs had plenty of power to spare.
