Note in CS5.5 that Clip > Speed/Duration has a check box Reverse Speed. I
briefly tested this and it worked as expected, including the audio. I didn't
test speeding up the reverse but I think it works just as readily as at
100%. To reverse the clip but not the audio, just unlink the two, select the
video, and then apply Reverse Speed. You can also use key-frames, as
described in the Help under "Change speed and duration for one or more
clips", 2nd paragraph from the bottom, which allows reversing a segment
within a clip.

Subject: [AP] Quick Effects Question in Premiere Pro 5.5
Just loaded CS 5.5 and was looking to create a "rewind effect" in Premiere
Pro. The footage needs to look like a Betacam-SP tape being searched in
rewind/review. I would also like to have the accompanying audio effected as
well (i.e. high pitched search backward).
Any suggestions?
