I'd think Compression would definitely be your best bet though it might not be 
quick. Start with a suitable preset and tweak with it.  You might also need to 
fade down & then up with some of the 
quieter moments between words because a compressor will "breathe" as it boosts 
those very quiet levels looking for a useful sound.
