You've explained what command you want to use, but not what exactly you are
trying to accomplish. Performing incrementals wastes a lot of storage space
on the TSM server. If you are concerned about data loss due to tape failure,
a backup copy pool is will provide that redundancy. Most people doing what
you ask have not completely understood the "incremental forever" strategy.
If you really want a full back every time you can use incremental, but have
your copy group mode set to absolute instead of modified.
Please describe the real business requirements you are trying to fill.
