I'd say it depends on 1) how reliable your tape media is, and 2) how
difficult it is to retrieve something from offsite.

If you have REALLY reliable media, so that you (almost) never expect to
damage a primary tape, you don't need an onsite copy.

Or, if it's easy to retrieve a copy pool tape from your offsite location,
you can just go get your offsite copy on the rare occasions you have
problems with a primary tape.

In a case where your onsite media gives you frequent problems, and you can't
easily retrieve your offsite copies, you better have an onsite copy pool!
