AFAIK, there is no FAQ for this list. (In fact, Q are not FA here at all!)
My understanding is that this list is a place where people who
need or want to advocate Perl can discuss tactics, share stories
and insights, etc. It is *useful* that multiple POVs are
represented here.
Technical issues are not specifically proscribed, but certainly,
asking and answering technical questions (e.g. "How do I fix this
regex?") are out of bounds. Comparing Perl to other languages on
their technical merits is a gray area, only because it often leads
to religious wars.
