I think this begs the question, if the typical manager chooses Java, then
what is industry standard.  Certainly, i can tell you that in Asia, you will
find 1 perl programmer for every 25.  Perl is not industry standard at all.
Europe, though much better, is still nowhere near the US.  Even in the US,
industry standard will vary alot depending on what industry you are in.
Sadly, Perl seems to be industry standard only when there is no or little
budget.  If we want the lamguage to evolve, we need to break into that
profit area :)
