A non-profit is a charity, usually a 501(c)(3). A not-for-profit is
usually a corporate charity. It is not an insignificant difference in this
context of preferred impartiality.

Most professional licensing boards are non-profit. 

If MS decided tomorrow that only MCSE admins could be admins else the
corporations with support contracts would have to pay more money, it would
effectively do the same thing if people didn't pass the exams, e.g. they
would be less likely to find a job if at all.

Just because it hasn't happened doesn't mean that it can't or won't.

Perl certification would need to come from an impartial source. If Usenix
starts doing certifications I would think they would be a perfect
organization to partner with.
