Then I'll say it again, too.  The point is not to *compare*,
the point is to *model*.  Just drop the "Can't practice legally"
part, and we'd have (imho) a workable model.

Which is why there would be no possibility of "fines and/or 
imprisonment".  But she might find it harder to get a job.
