If you think about it, Google really only has so many options here. They cannot provide limits like "each lime must render within 300px" but they have to provide some kind of limit.
They also cannot allow lines to wrap because it would make the ad look unprofessional. I feel like the character limit is a good guideline, but they still have to gracefully fail when an ad would render incorrectly.
