Seemingly Joseph has fallen into a common deception in English which is a
universal term (let us say shoes) is used to identify a category - in turn
everything in that category is thought to be equal (after all they are all
shoes) but in actuality the term masks a multitude of differences as such
when one talks about art - there is no such singularity but merely a family
of things that to a greater or lesser degree have some shared
characteristics.

Subsequently, he would need to ask is it possible for something to achieve
the status of fine art (or high as opposed to let us say popular art or
significant art) without consensus
