In ems it was all about paperwork and billing. Alot of places gave per call bonuses paid on successful billing submissions. Couple that with a checklist of items that need to be done and a customer signoff of satisfaction (and no followup complaints for 30 days) Pay it in a monthly lump payment to make it a nice windfall. Throw in random vehicle inspection
