Define "vertically".  Do you mean it needs to come out of the top of the
enclosure?

Also, do you just want a passive vent, or forced air (fan)?

Automation Direct sells some hooded fans and vents that can run on 24VDC but
they are quite expensive and protrude farther into the enclosure than I
like.

Hoffman also makes fans and vents for outdoor enclosures.

Maybe make something out of Schedule 40 PVC pipe and other stuff from a home
store?  Have the open end point down and stuff some fiberglass filter
material in to keep the bugs out?
