Here is the response I got from IPI Industries (including a few typos I think). I hope they mean it lets air in but doesn’t let vapor out.
“The new caps on the Maine tank still vent. They are a new design which is a self-venting one directional vent. There is not vent for you to manually open but the marine tank will still vent. The gasket is on the top of the neck. Maybe they have some kind of manual vent cap. According to their web site: "This system is designed to run one generator. B.E.R.G. I System can be converted to a B.E.R.G II by adding our concretion kit. Complete system includes tank, hose, fittings, and custom generator cap" That custom generator cap sounds like it must vent.
