It’s a government program - they get paid to fail. You get paid per household in the block regardless of your managing to sell service or not. So you can price it at the absolute maximum the feds will allow and hope that nobody takes it. Of course you are screwed if the guy in the middle of the forest at the back of the swamp orders 100M service and you can’t deliver and you have to pay it all back.
