I think it’s because they insist on selling the keys through distribution rather than direct. Actually they sell entitlements which you then use to get a key. This used to bother they heck out of me with PTP820 where you always need a bunch of license keys to unlock various necessary features, until I realized they come with a demo key that gives you plenty of time to get the key.

It does cost a little bit more to use Lite APs and then upgrade them, but in a lot of cases we never have to upgrade them... there's also the advantage that if the AP dies after it's out of warranty, you can get Cambium to transfer the license to a new Lite AP.
