The timeline is way out there; first 800 satellites (basic functionality) is not until 2022, and that is in Elon-time. If past estimates are any guide, figure basic functionality in 2025. It sounds a little scary though. 83 orbital planes in a bit over 200 km vertical space. That's roughly 2.5 km between planes. 3D space gets big really quickly I guess.
