I don't know that it was that simple. IIRC (someone here might remember the timing better than I), when they started, LTE was still a proposal, and WiMax actually had working gear. They eventually realized, the rest of the industry had zagged after they had zigged, and they rebooted with LTE. By that time, they had spent most of their money, and they never caught up.
