Nothing special about TIFF format, OCR, or Bates Numbering. Adobe
Acrobat Pro will do all of this stuff for you.
I've never heard of Concordia format before... but also not a lawyer :-)
When my Google-Fu doesn't work, that makes me wonder if that is really a
thing.
I would think the usual suspects like Steve Coran could either do this
or point you in the right direction for someone in DC.
