There should be an exemption if you are on a septic tank.  That is a 
non-consumptive use of water.  It eventually, theoretically, returns to the 
aquifer that it came from.

We just replaced the toilet in the master bathroom. It only uses 1.28 gallons 
per flush.

    I hadn't heard that one before.  Sounds like it is due to a rhyming between
