In this locality the power company is very good about maintaining the
line, but the LEC's are not. The LEC, however, is much easier to deal
with on make-ready. Mostly because electric make-ready requires union
electricians who make six figures a year and comms make-ready requires
the least expensive person you trust to touch a phone line. .....just a
blunt truth.
So in this locality at least, if you want a well maintained ROW use the
power company poles. If you want lower cost of entry, use the LEC's
solo poles wherever possible. I'm sure it's different everywhere.

I find it frustrating that power companies use a pole attachment request as
a vehicle in getting their crappy poles changed out for free.
