I'm trying to set up a 450b PTP link such that the slave end sticks the
outer QinQ vlan tag on any packets received on the ethernet and passes it
through to to the master and then onto our network. The master should
just pass these packets on.

Of course the opposite should happen in the opposite direction.

I seem to be missing something. I have VLAN enabled in the radios, have
the slave port set to QinQ and the master set to Q. The slave is set to not
accept QinQ frames, the master is. And the slave has the default port ID
set to the vlan I want the outer tag to be placed on. Oh and the
ethertype in the master is set to 8100 which I think is the default for the
cisco switches we use across our network.

Is there something I'm missing? The packets don't seem to be getting
through, and there are quite a few filtered packets being shown in the
master and slave end, which makes me think that it's receiving the packets,
but just tossing them for some reason.
