On my newer (passive) deployment, I've been splicing outside and then coupling that to an armored patch cable that goes indoors. Mounting the ONT/CPE/whatever you want to call it to a floor joist and using POE to power it. That way I have the advantage of having the electronics in somewhat of a climate controlled area, but still am able to run Cat5 for most of the indoor distance.
