Correct, supply is what is available and demand is how many are actually
being bid on currently.  When you "bid up" you will only pay that
increased prices if demand number goes above supply number, otherwise
you pay the original amount until demand goes beyond supply.  Basically,
by bidding up you are saying you willing to pay the higher price to keep
licenses if someone else also bids on them and increases demand beyond
the supply of 7.

Agg Demand: 4 (means only 4 have been bid on?)

Why would anyone bid up a PAL when  there are other PALs available?
