Enough money behind it, they might be able to get a channel on every HF band.
You don’t need to send much info to by or sell.  I wonder if a troposcatter 
system could be licensed?
Or launch a stratosphere balloon to use as an analog repeater.

    All the licensed gear I know of is full duplex, and

    should have near wire speed latency. The latency should be

    proportional to the link distance.
