What do you have the pipe plugged into?

You mention it's counting pulses.  Does this mean it's into a managed
injector? (Rackinjector or syncinjector with sitemonitor)

If so you should be able to turn the unit off with the injector and turn it
back on.

If this is sync over power, you may want to try also cycling the radio
remotely to make sure it loses power.   Occasionally we will find a port
which has lost its ability to turn off power.  In canopy sync this will
also prevent sync from being injected.

If that all seems OK,  you should double check the sync is still enabled on
the syncinjector port.

And, some older radios will lose their ability to receive power port sync.
