you know, #1 is always what I figured would be the greatest hurdle. I
figured it was costly and full of constand bureaucratic nonsense. Its what
stopped me over the years from even considering spending much time looking
into underground for my employer to self build or for me to do stuff. Its
only been in this last year I started dealing with it and realizing its not
that big of a deal, especially in podunk illinois. It really depends on how
personable you can be with the commissioners and in small areas without
state mother may Is, its not a bribe if nobody knows where he got whatever
it is he likes
