It’s variable depending on circumstances.

 

NY DOT sucks…..I mean they’re very competent they just have a lot of process to 
deal with and I don’t like it.

 

Rural municipal DPW or road departments have been the best for me by far.  Some 
of them don’t even have a permit process. one town highway guy literally told 
me “do what you want, just don’t hit our pipes”.

 

Bigger cities can sometimes have frustrating rules. Everytime they pave the 
street in Binghamton, NY they have a 5 year moratorium on cutting the pavement. 
 You can dig to respond to an emergency, but you will literally not be able to 
install a handhole for 5 years after they pave.  Ithaca, NY doesn’t want 
anybody to build anything for any reason at all…..or so it seems sometimes.

 

Counties were usually a simple one page application, but they can vary too.

 

Worst ever was a wireless install on a pole in NY DOT right of way.  The State 
of NY has a contract with Crown Castle to manage all wireless infrastructure on 
state property so you have all the state requirements PLUS you have to pay 
Crown Castle for engineering.

 

Oh I damn near forgot about the railroad crossings.  Getting permission takes 
$75,000+ and probably 6 months to a year.

 

So yeah it *can* be a huge hurdle, but maybe the answer is just don’t build in 
places where they make it hard for you.

you know, #1 is always what I figured would be the greatest hurdle. I figured 
it was costly and full of constand bureaucratic nonsense. Its what stopped me 
over the years from even considering spending much time looking into 
underground for my employer to self build or for me to do stuff. Its only been 
in this last year I started dealing with it and realizing its not that big of a 
deal, especially in podunk illinois. It really depends on how personable you 
can be with the commissioners and in small areas without state mother may Is, 
its not a bribe if nobody knows where he got whatever it is he likes

all the time.  Many times there are PUEs that you don’t need to even ask before 
you bury.  I get private easements all the time for the price of a stamp and 
recording.  Did 3 yesterday.  

 

2)    Graybar, Codale, Millenium, Ebay.  Roll it, they will load it into the 
back of your truck.  You can build a cheap saw horse based reel holder.  

 

3)    If you are a wisp or know a wisp you can get bandwidth.  

 

4)    You cut the sod, fold it over, trench, backfill and fold the sod back.  
Or go to HD and buy seed.  

 

5)    1/2” steel water pipe, garden hose on one end.  Dig a start hole.  Turn 
on water.  Start working the pipe under.  Helps if you have a nozzle on the 
end.  Or spend a few dollars for a missile.

How are you getting your permits?

How are you getting a spool of fiber?  How are you moving it?

 

You need bandwidth, how low can you possibly get that per month?

 

If you're using a trencher, where are you getting the seed to fix the damage?  
How are you getting under a driveway?

just looking for the numbers, not for funding. 

I'm curious how much has been dispersed in the last decade, how much is pending 
dispersal, how much is pending allocation and how much is pending legislation.  
Its got to be readily available info somewhere compiled
