The master is locked to North America/United States.
But when first powered the unit on, it __*was*__ set to 22 dBm. After I
configured it, it went to 16/16 (19 combined), and won't let me change it.

to 22dbm combined H+V.. or perhaps your seeing the single chain power
level of 19 dBm..
