License keys sound like a good idea, but my experience is buy them up front, or 
you will end up kicking yourself over “today I could buy a whole new radio for 
the cost of the upgrade key”.  If it’s too expensive with full keys, it’s 
probably too expensive period.

Your issue is really then with promo’s and capacity keys – which is marketing 
and different ways to make revenue on a product.

 

Just like the PtMP space, not all PtP vendors do capacity keys and play those 
games either.
