I’m just thinking you might want two points of attachment to the tower and a longer pipe for mounting a Cyclone. Another question is, since it’s an omni, how much standoff does he want from the tower to avoid the tower affecting the antenna pattern. The lower the frequency, the farther you probably need to be away from the tower.
