I have done this but the diameter was 30". At the end of the day you have to remember that normally the concrete is really there to adhere to our provide friction against the earth. Very few anchors actually have enough weight to counter the pull off the guys.
The Rohn book should provide some guidance on caisson anchors and how deep they should be. Around here there are a lot of oil field service companies that will set what we call drill anchors for really cheap. They are the same thing as the anchors used for utility poles and typically have a pull rating in excess of 25,000 pounds. I would think that this would be your cheapest solution.
