Uptime calculations should be tied to your service objectives which would answer your question :)

For example, an outage affecting 10% of customers for 1 hour out of 100 hours... is that typically considered 99% uptime (any outage is considered a full loss) or 99.9% uptime (only a 10% loss, so only 10% downtime)?
