I'm sure most providers can provide this service for a fee. Typically you would have one provider into each of the routers and do ibgp between them while doing ebgp with your upstreams. I'd also recommend doing some sort of hsrp / vrrp to protect your customer gateway ips.

It's extremely unlikely to have 1 upstream and one router fail at the same time, I think. Does that make since?
